Latvia's Door Is Closing: The Question Is Whether You'll Walk Through It First

For more than ten years, Latvia has been one of the easiest ways to gain entry to Europe.

This small Baltic country has offered a simple and affordable path to EU residency compared to other programs. Now, that period is coming to an end.

In June 2026, Latvia's parliament decided to change the country's Immigration Law. They plan to remove two popular investment routes: property purchases and subordinated bank deposits.

These will be replaced by a new state-run investment fund, which has not yet been established. If the reform passes its final vote this autumn, the changes will start on 1 January 2027.

This is not just talk. It is a real deadline, and that is why investors who were only considering Latvia before are now reaching out.

What's actually changing

Here is how things look right now:

Routes that are closing

The real estate route, the most popular option, required buying property worth at least €250,000, and it's ending. The subordinated bank capital route, which required a €280,000 deposit with a Latvian bank, is also closing. Both have been reliable ways to get residency, but both will soon be gone.

What’s replacing them?

Instead, Latvia is suggesting a new option: invest at least €150,000 in a state-created fund for at least five years, plus pay €10,000 to the state budget. While this sounds reasonable, the fund does not exist yet. There are no rules, no structure, and no way to apply. For now, it is just an idea, not a working option.

Staying, but shrinking

The business investment route will remain. It requires €50,000 for smaller companies or €100,000 for larger ones. However, the residence permit linked to this route is likely to be shortened from five years to two, which means you will need to renew more often and face more checks.

Why the date matters more than the politics

Latvia's president returned the law to parliament in June, and the final vote will likely happen in the autumn. It might seem like a delay and that nothing is certain yet, but we advise caution with that assumption.

When governments pass a reform once, they rarely drop it completely. Usually, they make changes and then approve it again. The overall direction is clear, even if the final details are not set.

What is clear, and confirmed by the transitional provisions already drafted into the law, is this: applications submitted and formally accepted before the new rules take effect will continue to be processed under today's terms.

Current permit holders will keep their status until their permits run out. In other words, the version of Latvia's program that has helped thousands of investors is still available, but for the first time, it now has a clear end date.

That is the change. Latvia was once a program you could take your time with. Now, it is becoming a program with a set deadline.

What this means if you've been considering it

If you have been considering Latvia for its lifestyle, EU access, affordability, or because it's been a sensible, relaxed option, mid-2026 is when things changed. The country is still a good choice, but the program that made it attractive is ending, not the new one.

This doesn't mean you should panic or rush into a decision. It means you need to be realistic about the timeline. Due diligence, paperwork, and processing all take time, and January 2027 will come sooner than it seems when you plan backwards.
